You should be able, with ammonia, if the stain is soaked in clean vinyl. If you do not much you can do but replace the PVC bottom.

Spray with a sparkling clean bathroom, wait a few minutes, then Busch. Not yet - and then directly to bleach and scrub. When they do go.
Try "Goo Gone" to remove dirt. Good luck
